Bamboo Processing Centre just the beginning of developmental projects: Singh

ITANAGAR, Aug 18: Governor General (Retd.), J.J. Singh inaugurated a Bamboo Processing Centre at Poma Village near here today in presence of a large gathering.

The Bamboo Processing Centre (BPC) is a unique project comprising of installation of bamboo processing machinery, training of unemployed youths, distribution of tool kits, cent percent buy-back guarantee of the Bamboo Based Industrial Intermediates. The Governor had conceived the idea of making Poma a model village by starting few developmental projects so that sufficient income may be generated for the people of Poma Village. It is a unique concept in the state which has been developed in its present form by AP Forest Corporation Limited. The Project was jointly implemented by Poma village Development Society and AP Forest Corporation Limited. The Project aims at training the unemployed youths so that they may produce Bamboo Based products in bulk for sale to Bamboo Based Industrial Units. Cane and Bamboo Technology Centre was consultant in the project while Rhino Industries Guwahati had assured cent percent buy-back guarantee.

Arunachal Pradesh also has a vibrant craft tradition and every tribe excels in craftsmanship. Cane and bamboo is an important craft of this area, and the workmanship is of a very high order. With raw material available, that to in required shape and size, we can improve our quality and quantity for commercial venture. You can showcase your skills in handicrafts with products made of bamboo, wood handloom weaved cloth and other forest based products including ‘honey’, the governor said while addressing the people of the area.

Gen Singh, who frequently visit Poma area dwelled in length on the potential of the area for developing it as a tourist attraction, municipal camping and picnicking on the Poma River with souvenir and handicraft shop. Urging upon the local populace to preserve the flora and fauna, the Governor acknowledged that the departments of Tourism and Environment and Forests are picking up in their spirit in addressing the socio economic upliftment of the people.

While welcoming the guests, G.N. Sinha, MD, Forest Corporation discussed the Project rationale and stated that this project aims at providing financial and technical empowerment to the people of Poma village. The Forest Corporation had got 12 unemployed youths of Poma village trained at CBTC, Guwahati. These trained people had actually given live demonstration to the Governor at the time of the inaugural ceremony. G.N. Sinha also impressed the people for taking up mass plantation of bamboo for feeding the industries.

Ngurang Pinch, MLA, Doimukh also discussed the project details and exhorted the people to work hard for fulfilling the dreams of Governor for making Poma a model village.

On the occasion, State’s First Lady, Mrs. Anupama Singh expressed her interest to help Poma villagers in improvising local handicrafts.

Elaborating the concept of Poma model village, the Governor stated that Bamboo Processing Centre is just the beginning of a series of developmental projects which have been planned for the Poma village. He also expressed his happiness that Arunachal Pradesh Forest Corporation Limited with support from Poma Village Development Society could implement the project in a record time of 1 ½ months.

He congratulated G.N. Sinha, Managing Director, A.P. Forest Corporation, Mrs. Techi Ana, ASM and Chairperson of Poma Village Development Society for the hand work rendered by them. He also appreciated Gumtum Rime, Divisional Manager (M&E), APFCL and Nodal Officer, Amit Singla, Secretary to Governor, Manik Bhardwaj, ADC, Ms Melia Mibang, ADC and Dooda Ete of the Forest Corporation for their hard work done for completing the project.

The programme was attended by T. Milang, Chief Conservator of Forests, Chief Engineer (West), T.H. Tayung, Amit Singla, Secretary to Governor and Planning, Col. (Retd.) J.S. Marwah, Departmental Heads, Gaon Burhas, school children, Poma villagers and others, according to a report from G.N. Sinha, Managing Director, A.P. Forest Corporation Ltd, Itanagar.

A live demonstration on working of different machines and its product was presented by the trained farmers of the village. A photo exhibition on the gradual development of the concept and other development in Poma area due to intervention of Raj Bhavan was also placed on display. To impress the village and to encourage them on the project, Rhino Bamboo Industry, Guwahati, the stakeholder of the centre displayed bamboo products on the occasion.

 

Lok Geet Sanskritik Adhyayan by Dr Joram Aniya released

ITANAGAR, Aug 18: Lok Geet Sanskritik Adhyayan in Hindi authored by Dr Joram Aniya Tana was released on Aug 15 last at Sagalee.  

An Assistant Professor, Department of Hindi at Dera Natung Government College she did her Ph.D. in Hindi on the thesis “Nyishi Lok Geet”, a rare feat for an Arunachalee.PWD and UD, Nabam Tuki while releasing Aniya’s Book at Sagalee in a grand function lauded the  glorious achievement made by a young Assistant Professor. He further added that her record – making contribution not only deserves wide commendation and appraisal but need to be translated into actions by the younger generation. She has become a role model for younger students and researchers of the state.

Her great contribution will certainly motivate Arunachalee girls to excel with academic sphere of original research and passion for our own rich and unique culture heritage as she chose to do Ph.D. and subsequently to write the book on our own culture and traditions that too in Hindi. This will give opportunities to non – Arunachalees to read and understand true essence of our culture, he said.

 

Arunachal’s fiscal liabilities stand at Rs 2639 crore

ITANAGAR, Aug 18: Accountant General Arunachal Pradesh C Angrup Bodh in press briefing today informed that a report of the Comptroller and Audit General of India from the year ended 31 March 2008 of Arunachal Pradesh states that fiscal liabilities of Arunachal Pradesh increased from Rs 1227 crores in 2002-03 to Rs 2639 crore in 2007-08.

Return on investment made in companies and corporation was less then one per cent during 2002-03 to 2007-08.

The excess of Rs 173.74 crores during 2006-07 under 18 grants and one appropriation requires regularization under Article 205 of the Constitution of India.

While excess expenditure of Rs 990.57 crore relating to the years 1986-2007 has not been regularized.

In eight cases, the expenditure of Rs 8.16 crore was incurred without any provision being made in the original estimate/supplementary demands or any re-appropriation orders, the Accountant General said.

Almost all the department drew flack from the CAG for their financial performance.

Acts of omission and commission of the Executive Engineer, Public Work Division, Roing resulting in short delivery of bitumen valued at Rs. 48.15 lakh, he said and added that the department also incurred an unauthorized expenditure of Rs. 1.59 crore by diverting the revenue realized as hire charges, for use of machinery and equipment.

The power department did not consider availability of sources of power supply before selecting of villages as a result expenditure of Rs 4.94 crore incurred on electrification of 27 villages remained unfruitful.

Injudicious procurement of materials resulted in avoidable expenditure of Rs. 72 lakh and blocking up of funds of Rs. 61 lakh since 1997-98.

Procurement of medical equipment by the Health Department from local dealers at higher rates than the rates available after inviting tender resulted in an extra expenditure of Rs. 11.65 lakh, he said.  Bodh further said that in fructuous expenditure of Rs. 28.85 lakh took place due to execution of work by the Tourism department at Malinathan mela site which belonged to the neighbouring State of Assam.

Failure of the Dibang Forest Division to carry out tendering operation on plantation area, an expenditure of Rs 24.63 lakhs was rendered wasteful by the Environment and Forest Department, he said.

Bodh also added that penalty of Rs. 2.38 crore was not realized by five forest divisions of Deomali, Dibang, Lohit, Namsai and Pasighat from 323 offenders for unauthorized occupation of 3,559.17 hectars of land in reserve forests.

Non-approval of the working plan for operation of cane led to non¬-realization of revenue of Rs. 1.08 crore.

Department of Geology and Mining extended undue financial benefit to lessee by incorporating lower rate of royalty in the faulty agreement which resulted in short realization of royalty of Rs.15.46 crore, he said and added that the failure of the department to initiate action against two lessees for delayed payment of royalty led to non-realization of additional royalty of Rs.37.42 crore.

The state lottery department did not include penal/deterrent clause in the agreement and as a result unclaimed prize money of Rs. 49.91 crore remained out of government accounts, Bodh informed.

Though the non-lapsable central pool of resources (NLCPR) was established for speedy development of the infrastructure projects in the North Eastern Region, a review reveled that in Arunachal Pradesh there were delays ranging from 33 to 628 days in the release of central funds by the state government to the executing agencies.

In eight projects, the executing agencies diverted Rs. 7.43 crore from NLCPR to other projects, Bodh said.

Though Ministry of Development of North Eastern Region (MoDONER) released full funds for 55 projects which were due for completion by 2006-07, only 34 projects (69 percent) were completed as of March 2008.

Bodh further informed that there was no State Level Monitoring Cell/Committee to monitor the implementation of NLCPR funded projects in the State which adversely affected the timely completion of the NLCPR projects.

Wasteful expenditure of Rs. 9.75 lakh was incurred due to construction work on a plot of land which was not allotted to the Animal Husbandary and Veterinary Department, he added.

The Taxation department failed realization of revenue of Rs. 33.09 lakh on sale of timber due to non-registration of forest divisions.

Failure to register 15 dealers and non-deduction of tax at source led to evasion of tax of Rs. 1.77 crore for which maximum penalty of Rs. 33.97 lakh was also leviable, Bodh further added.

Non-adherence to the terms of the agreement in transportation of essential ration commodities by the Supply and Transport department resulted in extra expenditure of Rs. 12.91 during 2003-¬04.

Misappropriation of sales proceeds of Rs 17.19 lakhs and of stores items of Rs 7.36 lakh occurred due to lack of internal control during April 2001 to May 2005.

Bodh further informed that as on 31 March 2008, there were five Government companies (three working and two non-working companies) and two departmentally managed commercial undertakings.

The total investment in these companies was Rs. 18.11 crore (equity Rs. 9.07 crore and long term loans Rs. 9.04 crore), he said and further informed that none of the companies have finalized their accounts for 2007-08 within the prescribed time.

As per the latest finalized accounts, the 3 working companies had incurred an aggregate loss of Rs. 4.77 crore.

The AG further informed that for the convenience of the public the CAG has come up with a website for any reference or information. Citizens can log onto www.cag.gov.in. for all details.

Out of the Rs. 99.07 crore received during 2005-08, NHRM, Arunachal Pradesh could spend only Rs. 54.77 crore leaving Rs 44.30 crore (44.72 percent) unutilized, he pointed out and added that during 2005-06 and 2006-07 the scheme was implemented without any Annual Action Plan either at village, block or at the district level.

Inadequate health infrastructure compounded by the delay in up-gradation of the existing health infrastructure adversely affected the delivery of health care services among the rural population, Bodh said.

He however pointed out that Arunachal Pradesh has been declared as the first state in the country to eradicate the polio menace though NHRM was launched in April 2005 throughout the country with special focus on 18 states.

No cases of child diseases like diphtheria, neonatal tetanus and whooping cough were reported in the last three years.

There was also no incidence of death due to vector borne diseases like kala azar, filarial, Japanese encephalitis and dengue in the state.

 

Poll process to end before October 24

ITANAGAR, Aug 18: Chief Election Commissioner Navin B Chawla in a veiled indication said that the election process for assembly polls would be completed by October 24 in Arunachal Pradesh.

“There are so many factors we need to look into before announcing the date for polls in the state”, he said adding that the Commission would soon talk with the Union Home Ministry to know the available strength of central paramilitary forces to be deployed for election.

The election commissioner also met with various political parties who pleaded the commission for adequate security arrangement especially in border areas considered to be most sensitive and other vulnerable pockets of the state, he informed.

We will consider the demand and try to provide as much as we can, he said without elaborating on the quantum of forces to be deployed.

There has been a demand for transfer of officers who have been posted in a particular constituency for over three years by political parties, Chawla informed and added that there would be no exception in this regard as the Commission has already issued standing instruction.

On allegation by opposition parties on faulty electoral roll, the CEC disclosed that the commission had already appointed booth level officers (BLO) from central government establishments who could rectify any errors in the electoral rolls till two weeks before polling.

“The commission has requested all political parties to engage booth level agents (BLA) to work in coordination with BLOs to modify any discrepancies in the rolls, he said adding certain procedures need to be followed in this regard.

Observers along with micro observers and video cameras will be put into place in all the 60 constituencies of the state.

The commission reassured all parties that EVMs were damage proof and cannot be tempered with, Chawla further said. The CEC also held meetings with the chief secretary, DIG, all deputy commissioners and SPs to take stock of the preparedness of the ensuing assembly elections.

Election Commissioners Dr S Y Quraishi and V S Sampath along with Deputy Election Commissioner Dr Alok Shukla accompanied the CEC.

The commission team is scheduled to visit Tezu tomorrow and Tawang on August 20 next before leaving for the national capital.

APYC eyes 9 MLA tickets

Itanagar, Aug 18:The Arunachal Pradesh Youth Congress today announced its plans to vie for nine seats in the upcoming assembly polls in the state.

The APYC president Likha Saya today exuded hope on winnability of all the nine candidates on the ground that the youth leaders already proved their mettle immensely helping the party win back two seats from BJP in the recently concluded parliamentary polls.

He said given the fact that the youth Congress leaders formed the backbone of the Congress party, which must pay its gratitude by offering a good share of tickets to the youth Congress workers.Saya added that youth aspirants, after showing commitment to the party,can very rightly claim the tickets from party higher ups,which should comply with our demands as all the nine candidates who are seeking tickets are no less capable than the senior party leaders.

The APYC president also said that as an able candidate he initially decided to project himself  as a candidate for  parliamentary polls given his loyalty and winnability but refrained after Rahul Gandhi wanted him to concentrate on striving  the party roots  strengthened in the state.And now that he as a efficient and popular youth leader immensely helped the party regain two MP seats,the APCC must reward his contributions through issuance of tickets.

The national co-ordinator of Aam Admi Ka Sipahi Nilesh Deshmukh Prabhakar also endorsed the views of  Saya saying the youth leaders are no less efficient than the seasoned party leaders as in many cases the youth brigade proved their ability.

The fact that 40 tickets had been given to Youth Congress leaders in Rajasthan and 25 tickets were  issued Madhya Pradesh speaks for the popularity of the youth leaders.He also hoped that all nine aspirants-APYC president Likha Saya for 16 Yachuli assembly constituency,general secretary of Indian Youth Congress,Naymar Karbak for 27  Liromoba assembly segment,Kipa Kaha for 19-Niyapin assembly segment,Nabam Vivek for 14 Doimukh assembly segment,Maga Apo for 25 Raga assembly constituency,Tarik Talom for 32 Rumgong assembly segment,Hake tako for 20 Tali assembly segment,Kiba Lomi for 31 Along East segment,Siraong Singpho for 49 Bordumsa-Diyun assembly segment-have rightly placed their candidature for the berth.

National secretary of Indian Youth Congress Mridul Gogoi,general secretary of  IYC and state unit president of NSUI Honipa Sono Yangfo were also present during the press meet.

 

‘Encroachment in the project area need immediate attention’

Itanagar, Aug 18: The public hearing of Gongri HEP being developed by M/s Patel Engineering Limited (PEL) Mumbai is scheduled to be held on 20/08/09. This is a self identified project and accordingly MoA has been signed between M/s PEL and Government of Arunachal Pradesh (GoAP) in May, 2007. It has been learnt that a similar agreement has also been signed with M/s Adishanker Power Private Limited for the development of Khuitam HEP in the same river basin, which is a Central Electricity Authority (CEA) identified project under 50,000 MW initiative scheme of Hon’ble Prime Minister of India.

It has also been learnt that Gongri HEP of M/s PEL which is located upstream of Khuitam HEP of M/s APPL is encroaching in about half of the project area of Khuitam HEP and M/s APPL has informed to the all concerned government departments (Chief Engineer (DHPD), DC-West Kameng, Secretary -Power, Secretary-Land Management) about encroachment of project area by M/s PEL with a request to solve the issue of interference.

On receipt of such information and after some deliberation, GoAP vide its letter dated 12/12/2008 informed M/s PEL and M/s APPL that their respective project area should be decided only after the optimum power potential of both the projects is ascertained.

Further, considering the request of M/s APPL to resolve the issue of interference between GOngri HEP & Khuitam HEP, GoAP also decided and requested to Secretary (Land Management) & D.C. Bomdila, West Kameng District vide letter dated August 21, 2008 that “Till the time the issue is resolved, you are requested not to take any action on land acquisition with respect to these projects in West Kameng Dist.”.

However, it has been noted that M/s Patel Engineering Limited has submitted the EIA/EMP study report to Arunahcal Pradesh State Pollution Control Board for conducting the public hearing scheduled to be held on 20/08/09 at Rahung, West Kameng District of Arunachal Pradesh.  M/s PEL in its EIA/EMP documents proposed the location of major civil components including power house in the project area of Khuitam HEP of M/s APPL, which is in violation of decision and direction given by GoAP.

It is clear from the above facts that M/s Patel Engineering Limited has kept the State Pollution Control Board of Arunachal Pradesh in dark about the said interference issue and is going ahead with public hearing of Gongri HEP, which is actually falling in the project area of Khuitam HEP and is totally illegal. M/s APPL have served a legal notice to M/s PEL dated 13/08/2009 and all concerned government authorities, with a request to put on hold any activity pertaining to development of Gongri HEP till the time matter of said interference is resolved. Legal notice has been received by the government authorities and action in this regard is awaited.

 

AAPSU meet CEC on discrepancies in list

ITANAGAR, Aug 18: All Arunachal Pradesh Students ‘union (AAPSU) today met the Chief Election Commissioner and his team  at Banquet Hall to apprise him of discrepancies in implementing some of the election rules in the state of Arunachal Pradesh. They submitted a memorandum calling for putting an end to dual entry of names in the electoral list of not only native voters but also of those who have come from outside.

“The notification for deletion of person having double entry in voters list in the state has been successfully compiled and completed by the concern competent authorities as per the EC.  However it has been observed that the rules are only applicable and enforced to the indigenous electoral voters of the state and have been grossly overlooked and neglected in case of other categories of voters who have enrolled themselves in their native states as well. AAPSU said that it was a disparity towards the tribal populace of the state and preferential attitudes to the voters coming from other states.

The union requested CEC to look into the “inadequacy and the conflicting act” before the ensuing Assembly election in the state.

 

Appa head to Bollywood

ITANAGAR, Aug 18: Hage D Appa, the lead actor of the Arunachalee indigenous film “Sonam” is now busy in  shooting for a  Hindi film “Shivam” being directed  by Anshuman Barua, who hails from Assam and partly settled in Mumbai.

Barua has recognized the acting talent and pleasant personality of Appa and offered him the role in the Hindi film after he observed his acting in the film “Sonam”.  Appa is  the first Aruanchalee film actor to enter Bollywood and is performing a role of  police officer to solve a mysterious murder case in the film ‘Shivam’.  Featuring  three main actor Mohit Chouhan, ( who acted in “Chakde India”, Doom 2 etc) Pankaj Badra and Arunsikha Dey, the shooting of the film has been taking place at Guwahati, Shilong and Mumbai and is likely to be released in the last part of this year at Mumbai.

“Soman” has received President Award as first Arunachalee dialect celluloid film which was directed by Ahsan Muzid.

The acting talent of Appa was first recognized by Taro Chatung (the First Film maker of AP) and offered him the role in his action film called “Frontier Students”, which was released in 1997. Since than Appa restlessly acted in more than 28 telefilms, video films and celluloid films. Simultenously Appa has also directed many telefim, video film, video album and documentaries.

“It is an enriching experience for me, working with a cast and crew from Mumbai who are very professional at what they do. This is a step towards the Bollywood and if God’s will, I would like to represent Arunachal Pradesh in the world of film in a whole new and bigger way,” said excited Appa.

Different NGOs have felicitated Appa as a token of appreciation and encouragement. He was also felicitated by Arunachal Pradesh Working Journalist Union and Itanagar Press Club last year for his contribution towards the development of films and media in the state last year,  Best Contribution Award ( in the field of Art and Culture -2007) by Nirm Azing Society, Naharlagun, Excellency Award ( in the field of Film making) by CCDFC –Itanagar 2008 and felicitation for contribution to the Film and Media by Apatani Career Guidance Forum Itanagar 2009

 

Panchayats refuse to attend inauguration

ITANAGAR, Aug 18: The Panchayat and Public leaders of Upper Balijan and Tarasso Zilla Parishad Segment in a meeting has unanimously decided to boycott the inauguration programme in Sangdupota on August 20 and Tarasso Circle on August 22 by Local MLA Ngurang Pinch said a release from ZPM Upper Balijan Nabam Sukia and ZPM Taraso Nabam Ekha along with ASM, GPMs.

It said that Community hall and Circle Officer Quarter at Sangdupota, Foot suspension bridge over river Popum between Bassarnallo and  Mebiaso and at Ramghat, which are supposed to be inaugurated, have not been completed satisfactorily and up to the mark. It further said that the inauguration dates have been fixed hurriedly and it could have been done after the completion of the Assembly election, it said.

 

ZPM demands resignation of MLA

ITANAGAR, Aug 17: The Zilla Parishad Member of Basar ZP Constituency, Kenmar Basar has demanded that MLA Gojen Gadi be disqualified from State Legislative Assembly as per the provision of Anti-defection Law, as the MLA is reported to have joined Congress in June 10 without resigning from the House. The ZPM had filed a petition with the Assembly Speaker on July 8 last, seeking disqualification of MLAship of Gadi, who is an associate member of t ruling party.

Gadi who was elected as an Independent candidate is an associate member of Congress.

Unconfirmed reports say that MLA has resigned from the House to seek Congress ticket.

 

Flu got them all

The 2009 flu pandemic is a global outbreak of a new strain of a influenza A virus subtype H1N1, officially named the new H1N1, first identified in April 2009, and commonly called Swine flu. It is thought to be a re-assortment of four known strains of influenza A virus one endemic in (normally infecting) humans, one endemic in birds, and two endemic in pigs. Transmission of the new strain is human-to-human. The outbreak began in Mexico, with evidence that Mexico was already in the midst of an epidemic for months before the outbreak was recognized.

In early June this year, as the virus spread globally, the World Health Organization (WHO) declared the outbreak to be a pandemic, but also noted that most illnesses were of moderate severity.

The WHO declared a Pandemic Alert Level of six, out of a maximum six, describing the degree to which the virus had been able to spread among humans.

According to report available some 2 lacs people have been confirmed infected with the virus. Of the total some 2000 people have lost their lives worldwide.  The attention given to the Flu by the media and governments globally is unprecedented.

Unfortunately, it has its own drawback too. More than the disease, panic has gripped the people.

The other day, a friend forwarded a text message which was rather apt. “Wish the people of the world took to condoms the way they have taken on masks” referring to rather biased global attention to HIV Aids as compared to Swine Flu.   It is unfair to compare diseases but when cynical bug hits one, it is difficult to think straight.

Malaria and child mortality rates are still a killer in the state and one wishes attention was as equal if not more.  

According to a 1999 record, 60-71 children die out of every 1000 born in Arunachal.  

These are just statistics not worth the attention or a space in media or any where else except for those families who has experienced the pain of losing their dear ones.

As the legend goes, then came the pandemic flu with all its frills, thanks to Media. It is everywhere and citizens have been overfed with information that panic flu has taken the front seat.

People are queuing up hospitals covered with masks to get tested even as government is battling to decide whether private players should be designated as testing centers. When last heard, government has decided to include all the players to cater to the growing need, demarcated hospitals and dispatched medicines to the states.   

Next time some one sneezes in the family, ensure that blood and swab samples are sent to Dibrugarh’s Assam Medical College as it has been demarcated as testing centre for Arunachal. Meantime don’t forget to use the mosquito repellant or a mosquito net.

By the way, cynical bug refuse to leave even as yours truly wonder whether Music Icon Michael Jackson is smiling at the rate masks has become a fashion statement.  That’s not the end of story. As she decides whether to wash her hands, yours truly forwarded a dos and don’ts list on Swine Flu to her companion. It’s a too flu‘ed’ world to understand the gravity of time and situation.

 

ATSU serves ultimatum of 5 days

ITANAGAR Aug 18: Arunachal Tribal Students’ Union (ATSU) served a five days ultimatum to the state government to drop Forest & Environment minister Newlai Tingkhatra and Health and Family Welfare minister C C Singpho from the council of ministers.

The union further demanded that a CBI enquiry done for their alleged undertaking to some extremist organization with affirmation to work in the interest of Nagas.   

The union said that if the state government fails to meet its demands, ATSU will launch a mass democratic movement starting with a Dharna at Raj Bhawan.

 

APCC will celebrate Birth Anniversary of Rajiv Gandhi

ITANAGAR, Aug 18: Arunachal Pradesh Congress Committee (APCC) will celebrate 65th Birth Anniversary of former Prime Minister of India, Rajiv Gandhi at Rajiv Gandhi Bhawan, Itanagar on August 20.

It appealed PCC Office bearers, executive members, AICC members, Cell Chairmen/convener; frontal heads Ministers, MPs, MLAs and other senior party leaders to attend the programme.

 

Tamar Karlo passes away

ITANAGAR, Aug 18: Veteran Donyi Polo leader and President of Donyi-Polo Welfare Society Tamar Karlo of Likabali passed away due to prolonged illness at his residence yesterday. He was 68.

Arunachal Vikas Pasrishad along with entire indigenous Faith society of Arunachal Pradesh expressed deep anguish at the demise of Late Karlo. The void created by his untimely demise will not be bridged easily, it said.  

Tamar Karlo was a renowned social worker and his contributions towards preservation of the faith and cultural identity of the people are significant.

Karlo is survived by his wife nine children.

Nyoi Welfare Association and Donyi Polo Welfare Society, Likabali condole the sudden demise its founder president and the Patron Tamar Karlo and prayed for the eternal peace of the departed soul and extended its condolence to the bereaved family members.

He is survived by wife, seven sons and two daughters.

Karlo served as the councilor 1st Batch of the Agency Council of the then NEFA, and served as vice president of undivided Siang district for three consecutive terms. In the later part he worked tirelessly for the development of indigenous faith in the state and under his guidance Donyi Polo Dere was constructed at Likabali and also took active part in Indigenous Faith and Cultural Society of Arunachal Pradesh.

 

Governor and ITBP appreciated

ITANAGAR Aug 18: Area Development Committee of Ganga village (ADC) appreciated the contribution of Arunachal Pradesh Governor Gen J J Singh in the field of tourism and eco-development system.

The promotion of cane and bamboo processing centre in Poma village under Papum Pare district by the Governor is highly appreciable as most un-employed youths will benefit from this sector.

The establishment of bamboo processing centre will also bring about positive changes for the people of the district.

The ADC urged upon the state government, Arunachal Pradesh Khadi and Village Industries to take up developmental schemes related to cane and bamboo in the near future.

ADC while thanking the Governor for his contribution urged him to initiate many more alternative developmental activities in various rural pockets of the state.

The committee also thanked ITBP GIG for visiting the government secondary school Ganga and distributing books and other materials for the students’ community.

It further said that ITBP has been serving the people of Ganga village in various other sectors besides education and health.

 

Tuki lay  foundation stone

ITANAGAR, Aug 18: PWD & UD minister Nabam Tuki laid the foundation stone of steel bridge over Pare rive between Meb and Deb village on August 16 last.

Tuki further assured to sanction CC footpath to middle school Deb under MLALAD, besides water supply scheme and approach road to Deb village.

Officers, ZPM and ASM chairpersons, public leaders of Sagalee and villagers attended the programme.

 

ATA urges for exemption

ITANAGAR Aug 18: Arunachal Teachers’ Association (ATA) in a representation to the Arunachal Pradesh Chief Election Officer urged that teachers be exempted from election duty.

The deployment of teachers during working days like election duty and other non-academicals duties hampers the studies of students, the association said.  

It further said that while considering the literacy rate, school dropouts and CBSE board results of the state no further mistakes should be committed.

The association said that the Supreme Court’s judgment should be honoured for uplifting the education system as well as for the larger interest of the students’ community in the state.

 

I-Day celebrated

TAWANG, Aug 18: The  Independence Day was celebrated in the Lhou circle of Tawang District with utmost gaiety. Pema Dorjee, Circle Officer (Hq), Jang unfurled the National Flag at Lhou GOvt. Sec. School ground amidst huge gathering of public, Govt staff, army personnels and school students.

Dorjee  in his address said besides remembering the leaders of the National Freedom Movement, each one should try to realize the vision of ‘one India’ which the freedom fighters dreamt of -- a India  free of all forms of prejudice. Everyone should walk together towards building a better India, he added.

He then distributed prizes to the school toppers of Class-X of the G.S.S., Lhou and also to three Government staffs as a token of appreciation who  excelled in their official duties.

The day long programme included Prabhat Pherry, various games and sports, a cricket match and presentation of cultural program by the students of G.S.S., Lhou in the school auditorium. DIPRO

 

 

NABARD to support economic development of Tawang  

ITANAGAR, Aug 18: NABARD, Arunachal Regional Office is striving for improving financial inclusion as also to support economic development of the State through its various promotional schemes. With a view to creating awareness and discussing the support available under various promotional schemes, DGM, NABARD had a meeting with Deputy Commissioner Gamli Padu,  Tawang on Aug11 and held detailed discussions for financial inclusion, issue of Kisan Credit Cards, expansion of SHG bank linkage  programme, farmers’ clubs in every block / branch, engaging banking facilitators / banking correspondents, tribal development fund, training programmes under REDP / SDP, cluster development, capacity building of govt staff / NGOs for expansion of microfinance, revitalization / revival of LAMPS, rural tourism, etc. DC has advised concerned Departments to offer their comments and suggestions to seek the help of NABARD in various sectors / schemes. A detailed action plan in this regard is expected to be worked out shortly.

 

 

Liromoba remains cut off

ITANAGAR: Liromoba EAC headquarters in West Siang district remains cut off  from the rest of the world due to landslide triggered by the heavy downpour on Aug 12 last.

Despite all possible effort, the damaged portion of 22 km long road in between Tai and Liromoba could not be restored causing untold suffering to the Govt staff and general public, claimed Liromoba Circle Welfare Association in a release.  The people are facing food shortage and exorbitant rate of essential commodities,, the association said and appealed to the Govt to take immediate step for early restoration of the road link.

 

NCP regrets

ITANAGAR: The Nationalist Congress Party (NCP),  Arunachal Pradesh  has  expressed its regret over the press statement on ‘Boli’ which was published in local dailies recently.

It is actually money rotation to help each others’ problem. Lots of family problems like medical treatment, education of children have been solved after introduction of this money rotation system, the NCP said.

 

Pasighat gears up for Solung

PASIGHAT: Minister of State for Water Resource Development Vincent Pala is expected to be the Chief Guest during the ensuing Solung Festival Celebration at Pasighat. This was informed by the MP Ninong Ering at a meeting of Central Solung Festival Committee, Pasighat.

MP sought cooperation from one and all for making the festival a grand success. CSFC has decided to drop the ‘Nyamne Luune’ (Miss Solung Contest) this time. The meeting was attended by the representatives of district administration, police department andother head of offices. (DIPRO)

ITANAGAR: Sanglo Putung-III Welfare Committee restricted hunting, fishing and cutting of bamboo and young plants within its area.

Utilise central jail

Madam,

The Central Jail which was inaugurated in 2005 remains dormant till date which raises a question on Govt’s authoritativeness on implementation of important projects. What is the reason behind delay of it becoming a full fledged working jail?  Ever since its inception, the centrally funded jail remains in a declining condition.

Despite more than 30 inmates from Arunachal in Lakhimpur jail, the central jail in Jully village, Itanagar remains without single prisoner. The Central jail has no prisoner yet because there is no proper water supply system. Why the trend of starting a project and leaving it completed just in the papers is gaining ground?  If we do not control our hunger we will one day ourselves be devourd by the repercussions of our own madness.
